Live Hotmail Wave 3 M3 SP1 Release

We've completed releasing the Wave 3 M3 SP1 release to all of our servers. The SP in SP1 stands for Service Pack, and this is just a incremental release to fix some outstanding issues. Here is a list of pertinent changes in this release that will affect our customers:

- Hotmail Plus Customers will now, by default, have an increased sending limit per day
- During service outages the error "You don't have an inbox....yet" will no longer be incorrectly shown to customers that indeed do have an inbox.
- A bug with Proxy server compression has been fixed - this should fix the problem that some customers reported having email reappear in their inbox
- Pop Aggregation will be released to all US, Canada, and Brazil customers. Also, customers in Turkey should no longer recieve errors when attempting to use Pop Aggregation.
