After repeated attempts to erase the offending message from my outbox, I was finally successful. Now when attempting to send from OUTLOOK, the program will no longer send any messages.
The send recieve function returns an error message. It says:

"Task '{removed email address} - Sending' reported error (0x800CCC3C) : 'The server reported an error. The server responded 'Precondition Failed'. "

I would appreciate some guidance on how to solve this problem.

Can you post your e-mail address here for investigation purposes? Does the error message that you posted appear when you try to send messages through a web browser? It will also help us a lot if you'll post the exact wording of the error message.
