can anybody help with this please. All normal routes tried for an explanation or answer have come up with nothing, only to try another help center.

Solution Article? Also, since you are using Windows Live Mail, I suggest that instead of adding your account manually (entering the needed settings), why don't you just add your Hotmail account automatically so you can synchronize everything in your account to Windows Live Mail.
You can contact the Windows Live Mail Support Team for the steps on how to do this. Follow these steps to get to their support page:
1. Visit http://support.live.com/
2. Click on Windows Live Mail under Standard Services.
3. Click on any topic under the FAQ.
4. Click on Get more help located at the lower-right corner.
