I've done everything that the forums sugest i do and nothings happend and no response from anyone, I woul dlike to know what to do for my e-Mail, the dude who stole my e-mail has changed the password and all the infos for it, so i can't get it by using the "validate useing personal info" and since My e-mails be hijact i can't ask for it to be sent to my e-mail. is there any way to either get it back or to close the account?

You need to get in touch with the Windows Live Technical Support.  They're the proper department that can address your issue.  You can contact them by following these steps:

1. Go to https://support.live.com/default.aspx?productkey=wlid
2. Select one of the help topics displayed on the left panel.
3. Click Get more help at the lower-right corner of the window then click Get support.
4. Complete the e-form and then click Submit.
