I printed off all the instructions to change my Outlook from the Dav to POP3 and followed step by step.  Then it wouldn't work.

I have changed each step one by one (for days) trying to get it to work and find out which item is causing the problem.  It always failed the Outgoing Server test and Test Message.  (25 or 587 don't make any difference)

Finally I got it to pass the Outgoing Server by unchecking the SSL on advanced tab. So the first 4 items on the test settings get a tick now.

Still it will not send the test message.  It gets stuck in the outbox. Error message says "unable to send the message.  Please verify the e-mail address in your account properties.  The server responded : 530 5.7.0  Must issue a STARTTLS command first"

The email address is in 3 places, -User Info - Logon Info - Mail Account - I have deleted and re-typed about 40 times in case there was an invisible space or something.  Nothing works.  Messages can't be sent.  What do I need to do?

Wow, I guess I'm not the only one with this problem.  I've read through several posts describing similar problems specific to the outgoing server.  I've tried every suggestion I've read on these message boards to no avail.

If you’re sure that your settings are the same as the configurations right here http://windowslivehelp.com/solutions/settings/archive/2009/02/16/how-to-add-your-e-mail-account-to-microsoft-outlook.aspx, please verify with your Internet Service Provider (ISP) if they’re blocking ports 25 and 587. Also, please check your firewall settings because this might be contributing to this issue.

It’ll help if you can post the complete error message here along with your e-mail address in question if the issue persists.
