&lt;p&gt;I&amp;#39;ve simulated your issue and verified that if your intended recipient is signed in to his/her Hotmail account but not to the Web Messenger, instant messages will bounce back to you.&amp;nbsp; If your recipient is not signed in to Windows Live Hotmail, offline messages will go through.&amp;nbsp; However, if you access your instant messaging through the integrated messenger in Windows Live Hotmail, you will not be notified that you have an offline message.&amp;nbsp; You need to sign in to Windows Live Messenger to retrieve your offline messages.&lt;/p&gt;

&lt;p&gt;Yeah, I&amp;#39;m pretty sure that this is not a Windows Live Messenger (client) issue as the interface is with the latest web messenger.&lt;/p&gt;

This means it&amp;#39;s in the web interface and does not apply to your generic reply about contacting Windows Live Messenger Support Group. That channel is meant for the actual windows client of the messenger application.&lt;/p&gt;
&lt;p&gt;I have found many problems with the new windows live hotmail messenger compared to the previous one which was available at http://messenger.msn.com but has been completely removed and instead the page is now a forwarded link to the windows live hotmail messenger.&lt;/p&gt;
