Have you tried contacting the Windows Live Messenger Support Team for this? If not, please refer this issue to them to have it addressed properly.

I followed your step by step instructions and after I click 'Get more help' it goes to another screen listing help topics, with NO "Get support" option: 

Let me tell you my problem:  I have been experiencin this error message for over the past week, accept, while the error message is open, I can still use my hotmail account... what do I do?  Do I need to upgrade?  I enjoy the free mail and use the IM on a regular basis.

This worked for my girlfriends computer, which was having the same problem, would get an error code, or simply wouldnt sign in when she tried.

1. Close Messenger
2. First make sure you have no skin or themes on XP or Vista. The Skins are not compatible with Messenger 2009. (Windows Blinds) (Windows Blinds)
3. Go to C: \ Program Files \ Windows Live \ Contacts \ and right click on the file wlcomm.exe then "Properties."
4. In the "Compatibility" tab, check the "Run this program in compatibility mode for" and select "Windows 98/ME."

After that it signed in just fine!

I tried following the steps provided by my colleague and I was able to get the “Get support” link. Try doing it again on your end. The link is shown at the middle of the page.  If the issue persists, try using a different browser or computer. I wish I could be of more help but only Windows Live Messenger Support Team can help you with your concern.

I dont really have a solution for you but I had a sign in issue. How I fixed it is below.

1. Shutdown MSN

2. Open Task Manager and check that msnmsgr.exe is not running if so kill it.

3. In Task Manager find wlcomm.exe and kill that too.

4. Start up MSN and it should work.

I also killed WMI wmiprvse.exe not sure if that has anything to do with it.

This is what really works!!!!!!  Promise!

1. Click Start, click Run, type taskmgr in the Run box and press ENTER or click OK.

2. On the Windows Task Manager window, click the Process tab.

3. Under Image Name, locate Nsvcappflt.exe and click End Process.

4. Click Yes to confirm.

5. Attempt to sign in to Windows Live Messenger.

1 . serach for the file wlcomm.exe

2.  right click file

3.  click tab compatibilty

4.  tick box:  Disable visual themes

5.  click apply

Mine now works;   I use XP home edition
