I have configured OE according to instructions:
Incoming mail server: "Logon using Secure Password Authentication" is unchecked.
Outgoing mail server: "...requires authentication" is checked.
Outgoing mail server/Settings---Logon Information: Use same settings as my incoming mail server.
Server timeouts is set to "Long" (5 minutes).
Other settings can be seen in the following two error messages (I set Hotmail as default to send a test message to my ISP account):
The connection to the server has failed. Account: 'Hotmail', Server: 'smtp.live.com', Protocol: SMTP, Port: 25, Secure(SSL): Yes, Socket Error: 10060, Error Number: 0x800CCC0E
Your server has unexpectedly terminated the connection. Possible causes for this include server problems, network problems, or a long period of inactivity. Account: 'Hotmail', Server: 'pop3.live.com', Protocol: POP3, Port: 995, Secure(SSL): Yes, Error Number: 0x800CCC0F
I am able to access Hotmail through my newly acquired Internet Explorer 8 (great browser by the way), running WinXP Pro SP2 on dial-up connection. Outlook Express is: msimn.exe File Version: 6.00.2900.2180 (xpsp_sp2_rtm.040803-2158).
Only firewall is Windows (default settings plus a few allowed exceptions).

I'm glad to see that POP3 access is allowed again on free accounts; now if I can just get it to work so I can grab all my mail accounts with one Send/Receive click I'd be a happy camper.
Any suggestions will ba greatly appreciated.

I suggest that you reconfigure your account on your Outlook Express. For instructions, please follow these steps:
How to remove and reconfigure accounts in Outlook Express:
1. Start Outlook Express.
2. On the “Tools” menu, click “Accounts”.
3. Select the existing MSN e-mail account, and then click “Remove”.
4. Click “Yes” to confirm that you want to remove the account, and then click “Close”.
How to configure a POP3 account in Outlook express:
1. Start Outlook Express.
2. On the “Tools” menu, click “Accounts”, and then click the “Mail” tab.
3. Click “Add”, and then click “Mail”.
4. Type your display name, and then click “Next”.
5. In the E-mail Address box, type your complete e-mail address.
6. Select the POP3 server option. Use the following server information:
In the Incoming Mail Server (POP3) box, type: pop3.live.com
In the Outgoing Mail Server (SMTP) box, type: smtp.live.com
7. Click “Next”.
8. In the User Name box, type your complete e-mail address.
9. In the Password box, type your account password. Make sure that the “Require logon using Secure Password Authentication (SPA)” is unchecked.
10. Click “Next”, and then click “Finish”.
11. In the “Internet Accounts” window, select the account that you just created, and then click “Properties”.
12. On the “Servers” tab, select the “My server requires authentication” check box.
13. Click the “Advanced” tab. Under” Server Port numbers”, select “This server requires an encrypted connection (SSL)” under “Incoming and Outgoing mail”. Make sure that the Incoming mail port is set to 995 and Outgoing mail port is set to 25 .
14. Check the “Leave a copy of messages on server” check box under Delivery. Click “Ok”.
15. Click “Close”.
